Can you get homeowners insurance in the Sierra foothills?

Sometimes yes, on one admitted policy, and sometimes the fire coverage is the California FAIR Plan. Insurance City quotes El Dorado, Placer, Nevada, Calaveras, and Amador counties from the Stockton office at 956 W Robinhood Dr, Stockton, CA 95207. Check whether you qualify for one admitted policy. Can a high FireLine score still get a homeowners quote in the foothills?
Sometimes. FireLine, or any other wildfire score, is one question on the application. It is not a published pass-fail number on this page, and a high score does not by itself close the file.
Admitted underwriters also ask who lives in the house, how old the roof is, what it is made of, and what sits in the first few feet around the walls. We read the address against the appointments we actually have. Stillwater is an insurance company we are appointed with. Bamboo is a managing general agency we are appointed with. If neither path produces one admitted policy, the FAIR Plan is still a lawful last-resort market for basic fire coverage. Do defensible space and home hardening change a foothill file?
They change what you can show the underwriter, and the Department of Insurance says each Safer from Wildfires action qualifies the homeowner for a discount. The Department does not publish one percent for every company. A finished project is not an offer of coverage.
Safer from Wildfires is the Department's three-layer list for the structure, the ground next to it, and the community, written with the state's fire agencies (California Department of Insurance, Safer from Wildfires, checked 10/3/2026). In our words, the ten steps on that page are:
- A Class-A fire-rated roof. The Department says most roofs qualify, including asphalt shingles, concrete, brick or masonry tile, and metal. Wood shake does not. The Office of the State Fire Marshal keeps the tested-material list.
- A five-foot ember-resistant zone, fence included. Pull plants and wood chips in that first five feet and use stone or decomposed granite. A wood fence that touches the wall can carry fire to the house. The Department says metal at that connection matters.
- Ember-resistant vents: 1/16 to 1/8 inch noncombustible, corrosion-resistant metal mesh over exterior vents.
- Six vertical inches of noncombustible material at the bottom of exterior walls, measured up from the ground and from a deck. Brick, stone, fiber-cement, or concrete is what the Department names.
- Enclosed eaves. Soffits of noncombustible or ignition-resistant material are what the Department recommends, so heat and embers are not trapped.
- Upgraded windows. Multi-pane glass, or added shutters, is what the Department says qualifies.
- Nothing combustible stored under a deck. Concrete, gravel, or bare soil is what the page allows there.
- Combustible sheds and similar buildings moved out to at least 30 feet. The Department's list includes sheds, gazebos, accessory dwelling units, open covered structures with a solid roof, dog houses, and playhouses.
- Defensible space that follows state and local law, including tree trimming and brush removal. The Department points readers to CAL FIRE's defensible space page and to the local city or county.
- A community step the Department recognizes: a Firewise USA site in good standing, or a Fire Risk Reduction Community certified by the California Board of Forestry and Fire Protection.
The Department's September 4, 2026 FAQ on the mitigation regulation says a rating plan that uses a wildfire score has to show a separate credit for each mandatory mitigation factor. The dollar amount is whatever that insurer filed. It is not a quote from Insurance City, and it is not printed here. Photos of the roof, the vents, the eaves, and the five-foot zone belong with the address when you call.
Does roof age decide a Sierra foothill quote?
The year and the material are questions. A maximum age is not published on this page, because we do not have one cutoff that every appointment uses.
Send the year the roof was installed or last replaced, and say whether it is asphalt, tile, metal, or wood. Class-A is the Safer from Wildfires roof step above. Wood shake is called out by the Department as not Class A. A newer roof can still be declined for brush, and an older Class-A roof can still be quoted. The inspection and the declarations decide. Is FAIR Plan plus DIC the usual foothill setup?
It is a common pair of contracts in these counties. It is not the same thing as one admitted policy. Check whether you qualify for one admitted policy before you treat the pair as the only option.
The FAIR Plan policy is basic fire coverage from the association the Department oversees. The DIC is a second contract for perils the FAIR form leaves out, often liability, theft, and many water losses. You pay two bills. A rented foothill house uses a dwelling form: landlord insurance in California and FAIR Plan to an admitted DP-3.
How do I ask about leaving the FAIR Plan without a gap?
Do not cancel first. Ask us to check whether you qualify for one admitted policy, and keep the FAIR Plan in force until a replacement, if there is one, overlaps it.
- Pull the FAIR Plan declarations and the DIC declarations. Write down both dates and the dwelling limit.
- Call (209) 670-1556 or use the quote button. The Stockton office runs this check for the five counties.
- If an admitted policy is offered, have it bound with an effective date that overlaps the FAIR Plan. Confirm the mortgage company has the new evidence of insurance.
- Only then cancel the FAIR Plan and the DIC. If nothing admitted is offered, leave the FAIR Plan in place. It remains a lawful market.
The 2026 dwelling rate change, a 29.1 percent approved statewide average on file 25-2174, is a separate question from whether an admitted policy will write the house. Read it on the rate page before the renewal. The document sequence is also on Via Rapida: leave the California FAIR Plan.
How many FAIR Plan policies were in force in these counties?
On September 30, 2025 the all-lines county file showed 28,167 policies in El Dorado County, 23,438 in Nevada County, 18,996 in Placer County, 10,572 in Calaveras County, and 6,186 in Amador County. Those counts do not mean a house in the county qualifies for an admitted policy.
The county file is titled residential, commercial, and businessowners lines. It is not a residential-only count. Statewide that file totals 642,010. The residential ZIP file for the same day is a different report. It shows 4,674 residential policies in ZIP 95223 and 1,315 residential policies in ZIP 95247. Wikipedia lists ZIP 95223 for Arnold, a census-designated place in Calaveras County, and lists 95247 and 95229 for Murphys, also in Calaveras County. ZIP 95229 does not appear in the residential file we checked, so this page does not print a count for it. The FAIR Plan notes that totals can differ by report.

What fires does CAL FIRE record in these foothills?
CAL FIRE's incident pages record several large fires across these five counties. The acreage below is context for why underwriters ask about brush and roofs. It is not a map of which house can be written today.
- Caldor Fire. The CAL FIRE incident page lists 221,835 acres, 100 percent contained, started August 14, 2021, contained October 21, 2021, in El Dorado, Alpine, and Amador counties. The page says it is not a CAL FIRE incident. Agency having jurisdiction: El Dorado National Forest. Location: east of Omo Ranch, south of Grizzly Flats. The same page lists 1,005 structures destroyed and 81 damaged. Caldor Fire incident page, checked 10/3/2026.
- Mosquito Fire. The CAL FIRE incident page lists 76,788 acres, 100 percent contained, started September 6, 2022, contained October 22, 2022, in El Dorado and Placer counties. The page says it is not a CAL FIRE incident. Agency having jurisdiction: Tahoe National Forest and El Dorado National Forest, in unified command. - River Fire. The CAL FIRE incident page lists 2,619 acres, 100 percent contained, started August 4, 2021, contained August 13, 2021, in Nevada and Placer counties. Agency having jurisdiction: CAL FIRE Nevada-Yuba-Placer Unit. Location: Milk Ranch Road and Bear River Campground Road, north of Applegate. The page lists 142 structures destroyed. - Butte Fire. The CAL FIRE incident page lists 70,868 acres, 100 percent contained, started September 9, 2015, contained October 15, 2015, cause power lines, location east of Jackson, agency CAL FIRE Amador-El Dorado Unit, with the Amador County Sheriff and the Calaveras County Sheriff named. The page lists 965 structures destroyed and 2 confirmed civilian fatalities. The Board of Forestry and Fire Protection's 2015 annual report places the Butte Fire in Amador and Calaveras counties and gives the same 70,868 acres. None of these perimeters is an underwriting rule. Two houses on the same ridge can get different answers. Send the address.

Insurance City checks whether you qualify for one admitted policy on houses in El Dorado, Placer, Nevada, Calaveras, and Amador counties. Do not cancel the FAIR Plan first. Call Insurance City at the Stockton office and ask us to check whether you qualify for one admitted policy. If a policy is offered, bind it so the effective date overlaps the FAIR Plan, confirm the lender has the new evidence of insurance, and only then cancel the FAIR Plan and the DIC.
