Answer: New business insurance in Stockton starts with three documents in order: (1) business license / entity paperwork, (2) commercial lease insurance exhibit, and (3) a bound policy that produces a landlord-ready certificate of insurance (COI). Most Stockton startups need a Businessowners Policy (BOP) or GL+property, workers’ compensation if they have employees, and lease endorsements (additional insured, primary & non-contributory, waiver) before keys. Insurance City Agency, LLC (CA License #6003045) walks that checklist with you — call (209) 670-1556.
Out-of-town owners opening a Stockton location follow the same path: entity → lease → COI. We place the program against the Stockton premises address even when you live elsewhere.
Why the rush on limits: Verisk’s 2024 General Liability Executive Insights reports a five-year average GL claim severity near $78,224 (including loss-adjustment expenses). The California Department of Insurance 2025 P&C market share report shows about $2.36 billion in commercial multi-peril liability and $4.10 billion in commercial multi-peril non-liability direct written premium statewide — new businesses typically need both liability and property sides, not a GL-only stub.
What is new business insurance?
Definition: New business insurance is the first commercial insurance program a California startup buys to open legally and satisfy landlords, lenders, platforms, and — when you hire — Labor Code §3700 workers’ compensation rules. It is a checklist product more than a single form: license readiness, lease compliance, and a COI that passes review.
| Step | What you bring | What we place / issue |
|---|---|---|
| 1. Business license & entity | City/county license path; LLC/corp docs; FEIN or ITIN | Named insured set to the correct legal entity |
| 2. Lease insurance exhibit | ¶8 / Exhibit B limits, AI names, deductible caps | BOP or package matching every required row |
| 3. COI before keys | Landlord legal name + email for delivery | ACORD 25 within 24 hours after binding (standard classes) |
What coverages do most Stockton startups need?
| Line | When a new venture needs it | Notes |
|---|---|---|
| BOP or GL + property | Almost every leased suite | See BOP vs GL |
| Workers’ compensation | Any employees (even part-time) | Labor Code §3700 — not inside a BOP |
| Commercial auto | Owned or hired vehicles for the business | Personal auto is rarely enough |
| Professional liability | Advice, design, clinical, consulting services | Separate from premises GL |
| Surety / license bond | CSLB contractors and some licensed trades | Bond fees are not “no broker fee” standard policies |
Medical, dental, IME, and chiropractic startups: use the medical office insurance Stockton page (class 65721 context). Janitorial and other trades often need bond + COI — see janitorial bond & COI.
License → lease → COI checklist (Stockton)
- Confirm the legal named insured — do not bind in a personal name if the lease is in the LLC.
- Highlight the lease insurance article — limits, AI, P&NC, waiver, property valuation, deductible, BI, WC, carrier rating, notice days. Full decode: commercial lease insurance requirements.
- Quote the right class — retail, office, medical office, contractor, food, etc.
- Bind with endorsements at inception — retrofits delay the COI.
- Issue the COI — certificate of insurance Stockton; target within 24 hours after binding.
- Keep a renewal reminder — lapsed coverage can be a lease default on day 366.

Frequently asked questions
Do I need insurance before I get my Stockton business license?
City licensing and insurance often run in parallel. Landlords and some license desks will not finish until they see a COI — so start the insurance exhibit review as soon as the lease is out for signature.
Can I open with GL only?
Sometimes for a home-based service with no lease — rarely for a Stockton commercial suite. Most leases demand property, business income, and workers’ comp in addition to GL. See the lease guide before you bind GL-only.
How fast can a new venture get a COI?
After binding with correct endorsements, we target certificate issuance within 24 hours for standard classes. Incomplete lease exhibits are the usual delay.
Do you accept ITIN for a new Stockton business?
Yes. Bring ITIN and entity paperwork; we place eligible commercial lines the same way we place FEIN accounts.
