A Lathrop drayage tractor, a box truck, or an owner-operator’s unit needs a certificate the yard or the broker will accept. Primary auto liability, motor truck cargo, physical damage, trailer interchange, and non-trucking liability are different contracts. Insurance City Agency, LLC writes them from 956 W Robinhood Dr in Stockton. California license #6003045. Call or text (209) 670-1556. This page is the truck quote. The general business page for Lathrop contractors and storefronts is separate: commercial insurance in Lathrop.

What does a Lathrop drayage or box-truck quote start with?
Start with the unit, the authority numbers you already have, and the address where the truck sleeps. A drayage tractor that pulls a chassis between a rail ramp and a warehouse is a different schedule from a box truck that delivers the last miles inside San Joaquin County.
An owner-operator who is leased to a motor carrier needs the lease and the carrier’s certificate requirements, while an owner-operator who holds their own authority needs the filings that authority requires.
Send the MC number and the USDOT number if the operation has them, the California CA number if the CHP has issued one, the driver list, and a vehicle schedule that includes GVWR. We do not guess which operations must hold a USDOT number; the federal page that states that rule was not available when this page was written, so we quote from the numbers you already have and from the contract in front of us.
Where do these trucks garage, and what freight sits next door?
Lathrop’s community profile says the city offers access to Interstate 5, Interstate 205, and Highway 120. The San Joaquin River and Interstate 5 bisect the city on the west, and the Union Pacific Railway runs on the east (City of Lathrop community profile).
A garaging address west of the river and a yard east of the tracks can share a city and still be different locations for underwriting. We use the address on the registration, not a mailing box.
Union Pacific’s intermodal page for this ramp lists the terminal at 1000 E. Roth Road, French Camp, CA 95231, and says the ramp handles container-on-flatcar and trailer-on-flatcar freight. The same page lists terminal, flip, and roadability hours as seven days, 24 hours (Union Pacific Lathrop ramp). Tesla’s Megafactory page says the plant in Lathrop, California, is capable of producing 10,000 Megapack units every year (Tesla Megafactory). We name it only as a local freight generator. We do not describe Tesla’s carriers, contracts, or who is allowed on that site.
What is non-trucking liability, and how is it different from bobtail?
Bobtail means the tractor is moving with no trailer attached. Non-trucking liability is a liability policy for the times the unit is not under the motor carrier’s dispatch. The two phrases describe different facts, and a lease or a yard contract sometimes uses them as if they were the same word.
We read the exhibit and name the form the exhibit actually asks for, instead of printing “bobtail” on a certificate that asked for non-trucking liability, or the reverse.
Primary auto liability is the policy that responds while the unit is under dispatch and hauling. Non-trucking liability is not a substitute for that primary policy, and it is not cargo coverage. If the lease says the motor carrier’s policy covers you only while you are under their dispatch, the gap outside those hours is the reason the non-trucking form exists. Bring the lease so we can see which hours the carrier’s policy actually takes.
How do the truck coverages compare?
Each row below is a separate contract. A shipper can ask for several of them on one certificate. The limit on the certificate is the limit written in that shipper’s, broker’s, or yard’s exhibit, which we match rather than invent.
| Coverage | Plain meaning | What it does not do |
|---|---|---|
| Primary auto liability | Pays bodily injury and property damage the policy covers while the truck is used as a motor carrier | Does not pay for the freight itself, and does not repair your own tractor |
| Motor truck cargo | Pays for the customer’s freight the cargo form covers while it is in your care | Does not pay injury to other people on the road |
| Physical damage | Pays to repair or replace your tractor, box truck, or trailer after a covered loss | Does not pay the other driver’s claim |
| Trailer interchange | Pays for a trailer you pull under an interchange agreement and do not own | Does not cover a trailer you own; that trailer belongs on the physical-damage schedule |
| Non-trucking liability | Liability when the unit is not under the motor carrier’s dispatch | Does not replace primary liability while you are under dispatch |
| Bobtail, as a driving fact | The tractor is on the road with no trailer hooked up | The word alone does not tell us which policy form the contract wants |
What does a shipper, broker, or yard ask for on the certificate?
The certificate is a snapshot of policies already in force. A Lathrop warehouse, a rail-ramp gate, or a freight broker usually attaches an insurance exhibit that names the certificate holder, the additional-insured wording, and the limits for auto liability, cargo, and sometimes trailer interchange. We copy the holder’s legal name and the limit from that exhibit.
We do not publish a “typical” limit on this page, because the exhibit in your packet is the number that has to appear.
Send the exhibit before we issue the certificate. If the yard wants waiver-of-subrogation wording or a specific additional-insured form, that wording has to be on the policy first. A certificate cannot create coverage the policy does not have. If the account pulls someone else’s chassis, attach the interchange agreement so the trailer limit matches the chassis.
Which liability filings apply under 49 CFR 387.9 and the California motor carrier permit?
The schedule in 49 CFR 387.9, on the eCFR text current through October 15, 2026, sets filing minimums, not premiums. The rows that cover most Lathrop box-truck and drayage work are these. For-hire carriers in interstate or foreign commerce, with a gross vehicle weight rating of 10,001 pounds or more, hauling property that is not hazardous: $750,000.
For-hire and private carriers, in interstate, foreign, or intrastate commerce, at that same weight rating, hauling the bulk hazardous substances and explosives that row lists: $5,000,000. For-hire and private carriers hauling oil, hazardous materials, or hazardous waste that the section places outside that bulk row: $1,000,000. The schedule has one more row, for vehicles under 10,001 pounds that haul certain hazardous materials. If your load is hazardous in any quantity, we open the section with you before we name a limit.
California’s Motor Carrier Permit is a separate filing. The DMV motor carrier permit page says a carrier that transports property for compensation needs an MCP regardless of vehicle size, and that a vehicle with a GVWR of 10,001 pounds or more generally needs an MCP, including private use. New carriers apply before they operate. The same page says they obtain a CA number from the CHP and file proof of insurance, and that liability levels vary between $300,000 and $5,000,000 combined single limit depending on the vehicles and the property, under Vehicle Code section 34631 and California Code of Regulations section 220.06. Permit fee amounts are not quoted on this page.
How do you send a Lathrop truck quote, step by step?
A complete packet lets us file the limit the contract names and garage the unit at the address the registration uses. Missing GVWR or a missing exhibit is what sends the certificate back. Send the packet before the yard or the broker’s deadline.
- Send the MC number and the USDOT number if you have them, plus the CA number.
- List every driver and tell us we may order motor vehicle reports.
- List every power unit and trailer with year, make, VIN, and GVWR, and say whether it is a tractor, a box truck, or a trailer.
- State the radius and the garaging street address, including the Lathrop yard if the truck sleeps there.
- Describe the freight: drayage to the Roth Road ramp, last-mile box-truck delivery, or brokered loads, and name any hazardous commodity.
- Attach the shipper, broker, or yard insurance exhibit so the certificate holder and the limits match the contract.

Frequently asked questions
Do I need both non-trucking liability and a bobtail policy for a Lathrop owner-operator?
Not as two automatic purchases. Bobtail describes a tractor running without a trailer. Non-trucking liability is the form many leases use for driving that is not under the motor carrier’s dispatch. Read the lease exhibit and we will name the form it asks for. One word on a certificate does not satisfy a contract that used the other word.
What should a French Camp ramp or a Lathrop warehouse see on my certificate?
They should see the certificate holder, the auto liability limit, and any cargo or trailer-interchange limit written in their exhibit. Send us that exhibit. We issue the certificate after the policy is bound, to the legal name the exhibit prints. We do not pick a limit because another yard used it.
Does a box truck that stays inside California still need a motor carrier permit?
Often, yes. The DMV page says paid property transport needs an MCP regardless of vehicle size, and a GVWR of 10,001 pounds or more generally needs an MCP even for private use. A smaller box truck that hauls for hire can still fall under the paid-transport rule. We match your GVWR and your for-hire or private status to that page before we tell you a permit is required.
Will you list Tesla or Union Pacific as a certificate holder if I deliver nearby?
Only if their contract or gate packet names them and you send that page. Being near the Megafactory or the Roth Road ramp is not itself a request for additional-insured status. We do not describe who those companies allow on site.
