A Ripon house on the river side and a house on the east side do not share a flood answer, and an older ranch house does not share a rebuild number with a newer one. Send the Ripon house with this form
What should you settle before the lender orders the binder?
Settle the year built, the square footage, the roof, and whether the lender wants replacement cost or will accept actual cash value. An older ranch house on an orchard-edge lot and a newer house on the east side of Ripon do not share a rebuild number. Send the address, the close date or renewal date, and the lender’s name so the evidence of insurance matches the mortgagee clause.
If the lot still has a barn, a detached shop, or an irrigation pump, list each one. The dwelling form may cover some structures and leave others off the schedule. We do not guess which outbuildings sit on an orchard-edge parcel. The purchase contract price is not the dwelling limit.
How many people live in Ripon?
The California Department of Finance E-1 table lists Ripon’s population at 15,873 on January 1, 2026, down from 15,996 on January 1, 2025, a change of minus 0.8 percent (Department of Finance E-1). That count says Ripon is a small city. It does not tell us the flood zone, the roof, or the premium on one house. Each address is still quoted on its own.
How does Ripon establish a Special Flood Hazard Area?
Ripon’s flood-damage chapter adopts the FEMA flood insurance study for the city dated December 16, 2005, together with the flood rate maps and floodway maps dated October 16, 2009, and later amendments. Those maps are on file at City Hall. A citywide adoption does not assign a zone to one parcel, so the buyer still looks the lot up before a lender’s flood question arrives.
Section 8.01.031 of the flood-damage chapter states that adoption, and section 8.01.030 applies the chapter to special flood hazard areas in the city. The study and maps are on file at Ripon City Hall, 259 N. Wilma Avenue, Ripon, CA 95366 (Ripon flood-damage prevention chapter; municipal code index). We do not say the river side is a Special Flood Hazard Area and the east side is not. Look up the parcel on FEMA’s Map Service Center. A lender requires flood insurance only for a Special Flood Hazard Area property when the loan is federally backed, according to FEMA’s National Flood Insurance Program. High-risk zones that start with A or V are those areas.
Does Ripon apply the 200-year flood rule, and to what?
Yes, as a rule for approving new development, not as a label on a house that is already standing. Ripon’s chapter 16.10 says the city carries out the 200-year urban flood protection findings, and that after July 2, 2016 it does not approve new development where a 200-year map shows flooding over three feet unless the findings in that chapter are made.
An existing ranch house is quoted from its FEMA zone and its construction.
The chapter says it implements Senate Bill 5 from 2007 and related legislation, and it names Government Code sections 65865.5, 65962, and 66474.5 as the requirements it is following (Ripon chapter 16.10). It defines the urban level of flood protection as the level necessary to withstand a 200-year flood, and it says that level does not mean shallow flooding or local drainage that already meets the FEMA standard. Section 16.10.030 also withholds approval in a flood hazard zone where 200-year maps have not been approved by the city engineer, unless findings in that section are made. The city PDF is the source for how Ripon applies the rule. It governs new-development approval, not whether an existing house is in a flood zone.
What does the Stanislaus River gauge at Ripon show?
The gauge named RIP, Stanislaus River at Ripon, lists a peak of record of 64.4 feet on February 12, 1938. Its stage table marks 55.0 feet as action or monitor and 60.0 feet as minor flood. Those stages describe the river at the gauge. They do not assign a flood zone to a house on the river side or on the east side of town.
The station page lists a zero datum of 0.7 feet NGVD 29 (CDEC station RIP). There is no separate line on that table labeled simply “flood stage” above the minor-flood mark of 60.0 feet, so we do not call 55 feet a flood stage. A high reading at the gauge is a reason to look up the parcel. It is not itself the FEMA zone.
What is replacement cost, and how is it different from actual cash value?
Replacement cost, when the policy form says so, is the cost to repair or rebuild with materials of like kind and quality without subtracting depreciation. Actual cash value starts from that repair cost and then subtracts depreciation for age and wear.
On an older Ripon ranch house, the gap between those two numbers is often the roof, the plumbing, and the electrical. That is why the lender’s instructions matter before we set the dwelling limit.
A lender that requires replacement cost will not accept a dwelling limit built on actual cash value. A buyer who wants to insure an older orchard-edge house for actual cash value should read what the form will pay after a fire, because depreciation comes off the repair cost. We do not publish a dollar gap for a “typical” Ripon ranch house. Send the year built and the roof.
How do replacement cost, actual cash value, flood, and earthquake sit next to each other?
They answer four different losses. Replacement cost and actual cash value are two ways a homeowners form can value the building. Flood water and earthquake shaking sit on their own policies. Buying one does not fill the other three. Read the row that matches the loss you are asking about.
| Replacement cost | Actual cash value | Flood policy | Earthquake policy | |
|---|---|---|---|---|
| What it pays | Repair or rebuild of like kind and quality, without subtracting depreciation, when the form says so | That repair cost after depreciation for age and wear | Flood as that separate form defines it | Earthquake shaking on a separate policy |
| Where it shows up in Ripon | Often what a lender asks for on the evidence of insurance | A smaller dwelling limit on an older ranch house if the form and the lender allow it | When the parcel is in a special flood hazard area and the loan is federally backed, or when you choose it | A separate choice. The homeowners form does not include it |
| What it does not do | It does not cover flood water or earthquake shaking | It does not rebuild new-for-old after depreciation is taken | It does not replace the homeowners policy | It does not replace the homeowners policy |
How do you quote a Ripon house, step by step?
Start with the address and the year built, then the flood lookup, then the lender’s clause. A binder that names the wrong mortgagee, or a dwelling limit copied from the purchase price, is what comes back from escrow. Do the steps in that order.
- Send the street address, year built, square footage, roof type, and any barn, shop, or pump house.
- Say whether the lender’s instructions require replacement cost.
- Look the parcel up on FEMA’s Map Service Center, or ask us to do it with you.
- If the parcel is in a special flood hazard area and the loan is federally backed, we quote flood coverage next to the homeowners policy.
- Send the lender’s legal name and loan number for the mortgagee clause.
- We issue the evidence of insurance to the lender and, if you are closing, to escrow, once you choose the policy.
The same home quote link is where we start a flood quote. There is not a separate car-insurance path on this page. Background on buying flood coverage outside a high-risk zone is on our flood insurance article.
Frequently asked questions
Is the river side of Ripon in a flood zone and the east side out of one?
We do not say that. Ripon’s ordinance adopts the FEMA study and maps, and the Stanislaus River gauge shows stages at the river, but neither one assigns a zone to your lot. Look the parcel up on FEMA’s Map Service Center. The lender uses that zone, and whether the loan is federally backed, to decide if flood insurance is required.
Does the 200-year rule mean my existing Ripon house cannot be insured?
No. Chapter 16.10 is a development-approval rule for new projects where the 200-year map shows flooding over three feet, or where those maps are not yet approved, unless the city’s findings are made. We quote an existing house from the FEMA zone on that parcel and from the construction details you send.
Should an older ranch house in Ripon be insured at replacement cost or actual cash value?
Read the lender’s instructions first. Replacement cost pays to repair or rebuild without subtracting depreciation when the form says so. Actual cash value subtracts depreciation. If the lender requires replacement cost, that is the dwelling limit we set. Send the year built and the roof either way.
Does a homeowners policy cover flood from the Stanislaus River?
No. Flood is a separate policy. The gauge at station RIP can show a high stage, and the homeowners form still does not pay for flood water. We quote flood coverage next to the home policy when the lender requires it or when you want it. Earthquake shaking is a separate policy as well.
